Haiti - FLASH : Launch of a $600M port project in Terrier Rouge

The Haitian government has decided to provide the Grand North region with a new port in Chinourette (a communal section of Terrier Rouge, bordering Fort Liberté, in the Nord-East Department). On Saturday, September 6, 2025, PC Terminals S.A. and the National Port Authority (APN) laid the foundation stone of this ambitious project during a ceremony https://www.haitilibre.com/en/news-45727-haiti-news-zapping.html

Imagine a port in Haiti capable of receiving post-Panamax vessels (too large to pass through the old locks of the Panama Canal), whether container ships, oil tankers, bulk carriers, or cruise ships. Imagine Haiti positioned as a major player in global trade routes...

The development of this port will meet international standards for the construction of a deepwater port and will ensure the protection of the unique ecosystem of Fort Liberté Bay.

The total cost of this project, which will cover an area of over 1,000 hectares, is estimated at $600 million. The first phase of the project (Port Royal) will be financed by foreign and domestic investors to the tune of $60 million.

Five implementation phases are planned :

1. Construction of the "Port Royal" commercial port, named in tribute to King Henri Christophe, to relieve congestion at the port of Cap-Haïtien and revitalize the region;

2. Construction of a transshipment terminal for international vessels;

3. Creation of a free trade zone welcoming businesses and industries, generating jobs;

4. Development of a tourist area with a marina, beaches, hotels, and reception facilities, creating a true seaside resort;

5. Construction of a cruise port in Fort-Liberté Bay, a protected site conducive to seaside tourism.

In his remarks for the occasion, Alfred Fils Metellus, Minister of Economy and Finance, emphasized the importance of this public-private partnership, with an investment that, from the first phase, will help anchor the region's women and men in their territory, increase the competitiveness of local entrepreneurs, and ultimately transform the Far North into a Caribbean economic development hub.

The presence in Chinourette of local authorities from the Northeast department underscores the importance of this investment for the economic development of the Far North. Also participating in the ceremony were Lesly Voltaire and Fritz Alphonse Jean, Presidential Transition Advisors, Ministers Alfred Fils Metellus (Economy), Ketleen Florestal (Planning), James Monazard (Commerce), Raphaël Hosty (Public Works), and Patrick Delatour (Culture), alongside the Board of PC S.A., represented by its Chairman Patrick Béliard, and several other dignitaries.

The Director General of the National Port Authority (APN), Jocelin Villier, has set a date for the inauguration of the first phase in two years.
