Haiti - Environment : $4.5M subsidy for drinking water in the South
The Global Environment Fund (GEF) through the UNDP has made available to the Haitian State 4.6 million US dollars over 5 years, to support efforts to strengthen the capacity of institutions to provide the population with the basic Drinking Water and Sanitation services, and reduce the effects of major natural hazards, particularly those related to climate change.

The Ministry of the Environment of Haiti (MdE), the United Nations Development Program (UNDP), the National Directorate of Drinking Water and Sanitation (DINEPA) and the Swiss Organization "Helvetas Haiti" are joining forces to strengthen the drinking water sector in the Southeast department of Haiti.

This fund, which will be managed by the UNDP, will be used to finance the project "Strengthening the climate resilience of the drinking water sector in the South of Haiti" (RESEPSE) and will be implemented by "Helvetas Haiti" for the benefit of DINEPA.

The general objective of this project is to strengthen the resilience of vulnerable rural and peri-urban communities in the South-East department to the expected impacts of climate change on the availability of and access to drinking water. RESEPSE will be carried out in vulnerable areas of the South-East department, including watersheds, recharge areas and water production points, drinking water supply systems (SAEP) from Cresson to Jacmel, from Bodarie in Grand Gosier, from Préchet to Belle-Anse, from the Cascade Pichon to Belle Anse and from K-Royer to Thiotte.

Objective of the RESEPSE project :

  • Get a better understanding and awareness of the vulnerability of the water sector to climate change;
  • Strengthen regulatory and policy frameworks, as well as institutional capacities at national, regional and local level for better management of drinking water in a context of climate change
  • Identify and promote practices for the conservation, management and supply of drinking water adapted to the conditions of climate change.

"In Haiti, there is a strong disparity between urban and rural areas. According to UNICEF, 26% of Haitians do not have access to improved water sources (41% in rural areas and 5% in urban areas). We must do better to close the gaps and act faster to guarantee access to water for the most vulnerable populations," encouraged Nick R. Hartmann, UNDP Representative in Haiti.

"I want to express my wishes that this project be carried out using a participatory and inclusive approach in order to obtain convincing and satisfactory results for the benefit of the population," said James Cadet, Minister of the Environment.

Guito Édouard, Director General of DINEPA, indicates that the data of the Information System on Drinking Water and Sanitation, currently shows a rate of access to drinking water of 38% for the South-East department. This demonstrates the importance of the efforts to be made at the level of this department to meet the needs of its population, and in particular in areas where water resources are scarce, difficult to access or even exposed and sensitive to hazards due to climatic changes. According to the DG of DINEPA, "this project will reinforce these efforts both in terms of implementation to improve service in the South-East department, and in capacity building of actors in the Drinking Water and Sanitation sector (EPA) to provide quality services to the Haitian population."

"Despite the overall abundance of rainfall and the relative richness of aquifers, we observe in Haiti a decrease in the flow of springs and rivers. This climate resilience project for the water sector comes at the right time, it is a considerable effort by the government and financial partners to strengthen institutions in the sector and preserve the water reserves of the Massif de la Selle," explained Mr. Olivier David, Country Director of Helvetas Haiti.

This project is part of the overall framework of the Water Decade (2018-2028) and the Objective
