Haiti - Elections : The ONI Call Center has been deactivated

The National Office of Identification (ONI) informs the population in general and the citizens of the departments of South, South-East, Nippes and Grande-Anse in particular, that the Call Center opened specifically to request the reprint of National Identity Cards (CIN) lost during the passage of Hurricane Matthew, has been deactivated Friday, November 11 at 4:00 pm due to delays necessary for data processing, reprinting and delivery of cards before the vote scheduled for 20 November.

ONI Operators received only about 2,000 applications for these four departments on nearly 1.5 million citizens registered on the electoral list of the CEP.

Following the reports received from the ONI Departmental and Communal Coordinators, who conducted a field study, "it is clear that much of the population is mainly preoccupied with their survival. In areas devastated by Hurricane Matthew, people are mostly looking for food and a dry place to sleep. This explains why so few people called to declare the loss of their CIN and request a reprint."

This also suggests a probability of low participation in the Great South on 20 November.

In anticipation of last minute requests, the ONI worked with its supervising Ministry on an alternative solution to confirm the day of the vote, the identity of the citizens whose CIN would not have been reprinted. A meeting was organized between the ONI and the CEP Executive Director in the presence of the Director of the Electoral Register, to demonstrate this solution, to discuss its feasibility and to see to what extent it could be adopted by the CEP.
