Haiti - Reconstruction : Third Cuba-CARICOM Ministerial Conference 22/09/2010 10:48:12
Particular attention was brought to Haiti, the birthplace of the struggle for independence of colonialism in the region and the first nation to abolish slavery. Percival James Patterson (former Prime Minister of Jamaica), special guest of the Cuban government, has summarized the current status of reconstruction and rehabilitation in Haiti, highlighting the priority areas in which the government of Haiti needs the assistance from the international community, among these needs: shelter for the displaced, strengthening institutional capacity of the State, education and formation, agriculture and health. In an overview of the current electoral process in Haiti, Ambassador Colin Granderson has assured that preparations for elections were held regularly. This, "despite the complexity and challenges caused by the earthquake as well as criticism and distrust of Provsioire Electoral Council (CEP) of a number of opposition parties are boycotting the process" The members of this conference reiterated their commitment to work closely, both regionally and internationally to promote cooperation that takes into account the difficult conditions and characteristics of Haiti is not limited to the situation of current emergency but should ensure the sustainable development of the country over the long term. To this end, they stressed the fact that for its development, reconstruction and rehabilitation, Haiti needs a broad and coordinated action under the direction and leadership of the Haitian government and in accordance with the principle of full respect for sovereignty, accompanied by strong political will of nations. They expressed their grave concern at the slowness with which the funds pledged by the international community are disbursed. In this regard, the Foreign Ministers urged international donors to deliver on the promises made to Haiti for relief and reconstruction. At the regional level, they agreed to give priority to certain critical areas which were considered priorities by the Government of Haiti, in particular, the reconstruction and strengthening of the national health system in Haiti, coordinated by Cuba and the participation of several countries of CARICOM. In the agricultural sector, provision of sustainable housing, education and rebuilding of the institutional infrastructure in Haiti.
