Haiti - Reconstruction: ACP delegation's statement 06/09/2010 14:04:42
The delegation visited projects funded by the European Union to strengthen the education sector and infrastructure in Mirebalais (Plateau Central) and construction of transitional shelters in Tabarre Issa in Port-au-Prince. Following his visit to Haiti, the delegation then visited the Dominican Republic to assess the participation of authorities of that country in the reconstruction process in Haiti and bilateral relations between the two countries. Members of the delegation noted the involvement of national and international actors and the positive results achieved in support to people affected by the earthquake, given the difficult circumstances under which the various actors in the reconstruction must operate. Members of the delegation are asking the international community to maintain Haiti as a priority and ensure that its action facilitates the transition from the humanitarian phase and phase of reconstruction and development. The decentralization and strengthening the capacity of action of state structures, rural development and investment in agriculture and the establishment of free compulsory education for all and the active involvement of women and youth in the reconstruction process are the key elements of the rebuilding and the transformation of the country to the service of the Haitians. The delegation members also stressed that the international community must continue to work closely with Haitian authorities and support them so that they take greater ownership of the process of rebuilding the country. At the same time, members of the delegation are asking the government to remove barriers such as those relating to land records and property rights which may slow or even prevent the delivery of aid to the Haitian people and slow the reconstruction process. Finally, the Delegation welcomed the improved relations between Haiti and the Dominican Republic since the disaster. Members of the delegation stressed the interdependence of the two countries and asked them to further strengthen their cooperation and to base their relationships and future developments on the basis of a common approach to the island for the greater benefit of the Haitian people and Dominicans. The delegation was chaired by the Co-Chair "ad interim" Parliamentary Assembly (APP / Assemblée parlementaire paritaire) Mr Odirile Motlhale (Botswana) and the Vice-President of the APP James Nicholson (European deputy, European Conservatives and Reformists, United Kingdom). The delegation was also composed of the Vice-Presidents of the APP Michele Rivasi (European deputy, France, Greens) and Bobbo Hamatoukour (Cameroon), the European deputy NEDELCHEVA Mariya (Bulgaria, the European People's Party) and the Secretary General and the Deputy Secretary General of the ACP Group, Dr. Mohamed Ibn Chambas Dominique and Michèle Raymond. The delegation met with President Rene Preval, Prime Minister Jean-Max Bellerive, the Deputy Special Representative of the United Nations in Haiti Nigel Fisher and representatives of UN agencies operating in Haiti. The delegation also met with representatives of major international donors and NGOs, key players in the country's reconstruction, as well as the mayor of Port-au-Prince, Jean Yves Jason and the representative of Haiti within the ACP / EU, Senator Evallière Beauplan.
