Monday, October 1, the reopening of the courts [new judicial year] was marked by a ceremony in the premises of the School of Magistrates (EMA) in the presence among others : of Dieusel Simon Desra, President of the Senate, Youri Latortue, Advisor to the Head of State, and foreign diplomats, including the Ambassador of France in Haiti, Didier Le Bret. The Head of State was represented by Me Jean Renel Sanon, the Minister of Justice. Me Carlos Hercules, President of the Bars Federation of Haiti (FBH), which had called to the boycott of the ceremony, was absent.

In his speech, the Minister of Justice stated "The day of the reopening of the courts, offers, to each judge, every lawyer, every member of the judiciary the opportunity bring a scrutiny on the justice in our country. And yet and also the best opportunity for each [...] to proceed to its examination of conscience [...] This are not the organizational structures and laws that give the city its stature, but the value of men who compose it. At the time of reopen the work of the judicial year, this is of that value I'm talking about. And that is why I appeal to the conscience of those who constitute our legal system [...]"

Anel Alexis Joseph, the President of the Court of Cassation, also President of the Superior Council of the Judiciary (CSPJ), gave an overview of the activities of these two institutions "[...] Our balance sheet is actually very thin, we must recognize, whether the Court of Cassation, whether in the CSPJ.

The balance of cases judged is presented approximately as follows : for the Court of Cassation, some courts and tribunals took randomly, the Court of Cassation has begun the judicial year in February 2012, when the President appointed 5 judges to complete its staff.

The first section made 13 judgments for ordinary cases and 16 judgments for urgent matters total 29 judgments.

The second section made 19 judgments for ordinary cases and 31 judgments for urgent matters total 50 judgments.

The Court therefore made 79 judgments for the year 2011-2012.

The Court of Appeal of Cap Haitien, made ​​32 judgments in all matters ; the Court of Appeal of Port-au-Prince also made 73 decisions in all matters ; te Court of First Instance of Port-au-Prince 1,893 decisions in all matters ; the Court of First Instance of Aquin 93 decisions in all matters ; the Court of First Instance of Saint Marc, 67 decisions in all matters and the Court of First Instance of Coteaux, 56 decisions in all matters.

We are well aware of all the challenges that await us, whose one is really big, the certification of judges. In this regard, the Superior Council, wishes to deplore the hasty appointments recorded in recent times at the level of the magistracies (seated) and at the level of the Courts of Peace. Some Courts of Peace on the outskirts of Port-au-Prince for example, by decision of the Ministry, have seen the number of judges increase recklessly, forcing the judges to perform their duties in promiscuity, which does not honor the positions they hold..."

In addition, Me Anel Alexis Joseph lamented that "the Haitian justice is still perceived as a justice desperately slow" and asked the judges to get to work for a more equitable justice "Let us resolutely to the task, respect deadlines required by law for making our decisions. It is in this way that we can increase our contribution to the refoundation of the Haitian nation"
