Renewal of the GSF mandate and reactions at the Security Council

On Tuesday, September 29, 2026, the United Nations Security Council adopted resolution 2829 (2026) by a vote of 12 in favor, 0 against, and 3 abstentions (China, Pakistan, Russian Federation), extending the mandate of the Gang Supression Force (GSF) in Haiti for six months, until March 31, 2027.

The signatories called for the rapid deployment of the FRG in Haiti to regain control of the territory from armed gangs, restore state authority, and create the conditions conducive to holding elections.

The Security Council requested the Secretary-General to report every six months on progress made toward the objectives set out in resolution 2793 (2025). The Council also took note of the agreement of 27 July between Haiti and the FRG, confirming the legal personality of the latter, and encouraged Member States to recognize its legal status and to grant the Force and its personnel the necessary privileges and immunities.

Reactions at the Security Council:

Haiti : Haitian Ambassador Pierre Ericq Pierre, Permanent Representative to the United Nations, welcomed the renewal, emphasizing that the Force must now receive the personnel, equipment, and operational capabilities necessary for its full functioning.

The goal is to help Haitian authorities regain areas held by gangs, secure critical infrastructure and create conditions for elections, he said. "It is not enough to take territory from the gangs." Recovered areas must be held, public services restored and gangs prevented from returning. The Force must work closely with the Haitian National Police and armed forces while strengthening Haiti’s own capacity and respecting its sovereign responsibilities.

United States : The U.S. representative noted that for decades, the international community has watched Haiti "limp from crisis to crisis," with "missions coming and going and millions of dollars spent [...] We must ask ourselves : for what ?" He emphasized that gangs have grown stronger while Haitian institutions have weakened. The Force "“exists and, better yet, it is beginning to work." Paying tribute to personnel from Chad, El Salvador, Guatemala, Jamaica, Mongolia and Sri Lanka serving in Haiti. Their work, he said, could help Haitians "win back their streets, their lives and their futures for their families."

China : China cautioned against reducing the Haitian crisis to a mere security issue. "The Security Council should never have asked itself whether to support Haiti, but how to support it," the Chinese delegate emphasized, thus justifying his country’s abstention. He expressed doubts about the ability of resorting to an external military force to resolve a crisis that is "not simply a security issue." Rather, it is a deeply rooted problem of governance, he asserted, pointing to the collusion between the police and gangs and noting that many Haitians, including children, join these gangs out of economic desperation.

Russian Federation : The Representative of the Russian Federation, who also abstained, recalled that his country had not obstructed the creation of the Force a year ago, even though its model and financing had raised numerous questions in Moscow. The initiative has since encountered difficulties, he indicated, with the late deployment also delaying preparations for the general elections. "It is in the hands of the international community to stop the external supplies of Haitian criminals with weapons and money," he insisted.

Pakistan : The representative of Pakistan, while noting his abstention, stressed that the deep-rooted challenges facing Haiti require a comprehensive response, owned and implemented by the country itself. He expressed hope that the FRG would be fully deployed and receive sustainable funding.

Colombia : The delegate of Colombia warned of new sources of funding for gangs in the region, particularly those linked to drug trafficking. The technical handover ensures continuity of progress toward deployment and will allow the Council, in March, to consider any necessary adjustments based on more complete information on the Force’s deployment and operational effectiveness.

Greece : The Representative of Greece stressed that the international community must provide the Force with the time, support, and resources necessary to complete its deployment and reach full operational capability.

United Kingdom : The Representative of the United Kingdom stated that the successful deployment of the Force was essential to combat instability and "[turning] the tide against the gangs" London condemned gang attacks, including the use of civilians as human shields and sexual violence, and expressed hope that an effective Force would bring "“stability that the Haitian people deserve and pave the way to credible elections allowing Haitians to choose their next leaders."

Panama : The Representative of Panama underscored the broad international solidarity that underpins the Council’s decision. "Behind each decision adopted in this Council are the lives of millions of people," he said, adding, lasting peace and stability in Haiti will require complementary actions that address every dimension of the crisis."

CARICOM : Within the region, the representative of Jamaica, speaking on behalf of the Caribbean Community (CARICOM), welcomed the renewal of the Force. While noting "iscernible progress" since the initial deployment of the FRG, he indicated that its deployment had been slower than anticipated and urged it to reach full operational capability as soon as possible.

CARICOM called for international support for the Force, the Haitian National Police, and the Haitian Armed Forces, particularly in terms of financial, logistical, and operational resources. Countries able to provide assistance should supply troop airlift, air and maritime surveillance equipment, and technical assistance. [...] He stressed that security must create the conditions conducive to holding elections and the “full restoration of democratic governance in Haiti, led and owned by the Haitian peoplee," declaring : "Armed gangs will not be allowed to determine Haiti’s future nor, indeed, that of the Caribbean region"

Dominican Republic : The Representative of the Dominican Republic emphasized that "this extension is not an end in itself". Rather, it gives the Force time to finalize its deployment. A fully deployed Force would help create the conditions conducive to holding elections and would allow the Haitian people to "control their destiny," he stated, adding that the Council’s decision will depend on the resources available. "Security opens the way, but security alone is not enough to keep that path open."
