Haiti - Reconstruction : 52,9% of the funds pledged for 2010-2011, have been disbursed
The United Nations Office of the Special Envoy for Haiti (OSE) has conducted a new analysis of pledges made for the reconstruction and recovery activities of Haiti, revealing a disbursement rate for the 2010-2011 period among public sector donors of 52.9%. Of the funding disbursed by bilateral donors from their pledges, 6% has been channeled as budget support through country systems.

The analysis is based upon updates from 55 public sector pledge-makers at the 31 March 2010 international donors conference. These donors pledged approximately $4.50 billion for recovery activities in 2010 and 2011. (This number does not include debt relief pledges totaling $1 billion).

Of the $4.50 billion pledged, $2.38 billion (52.9%) has been disbursed through four channels:

  • $1.59 billion (67%) in grants in support of the Government of Haiti, and to multilateral agencies, NGOs and private contractors;
  • $319.9 million (13%) in budget support to the Government of Haiti;
  • $275.8 million (12%) in pooled grant funding to the United Nations, Inter-American Development Bank and the World Bank through the Haiti Reconstruction Fund; and
  • $197.6 million (8%) in loans to the Government of Haiti

The donors have disbursed an additional $654.8 million for general development in Haiti, outside of the New York conference recovery pledges.

This analysis does not include funds pledged for humanitarian relief activities. It is also exclusive of pledges made by privately funded organizations at the New York donors conference.

(NdHL) Note that according to Nicolas Moyer, General Manager of the Humanitarian Coalition consisting of five NGOs: Care, Oxfam Canada, Oxfam Quebec, Plan and Save the Children, the Canada is a good student with a disbursement of 90% of pledged funds for that period..
