Haiti - FLASH : Minister warns of massive school dropouts

On Tuesday, July 15, 2025, as part of the 17th edition of the Tuesdays of the Nation, Antoine Augustin, the Minister of National Education, presented a thorough update on the progress of official examinations and the reforms undertaken to improve the Haitian education system.

For the 2024-2025 academic year, 297,131 candidates are registered for the official examinations, including 187,419 in the 9th fundamental year and 109,712 in the permanent baccalaureate (NS4). Minister Antoine praised the smooth running of the 9th year examinations, while strongly condemning the cases of fraud identified in certain regions, emphasizing that legal action has been taken against those responsible.

Regarding the baccalaureate, for which examinations began on July 14, all examinations are taking place in a generally calm atmosphere thanks to the coordinated support of security forces, parents, and sector stakeholders.

The Minister, however, warned of an alarming structural deficit : of more than a million children enrolled in school, only 188,000 reach the 9th year. This massive dropout rate, a symptom of a silent crisis, is attributed to systemic factors such as prolonged strikes, poverty, family instability, and a lack of educational support.

Faced with this situation, the Ministry is embarking on a comprehensive reform of the education system, structured around several areas : strengthening the school cafeteria, automatic transition with support, pedagogical supervision, preschool reform, revitalizing teacher training, and improving the ethics of financial management in public high schools.

The MENFP will now handle budgetary control itself through delegated accountants.
