From July to November 2023, the National Network for the Defense of Human Rights (RNDDH) carried out a specific investigation in 3 distinct areas of the West department: Cité Soleil, a commune in the department and 2 neighborhoods Bel-Air and Carrefour-Feuilles.

This detailed investigation concerns:

Massacres and armed attacks;

The absence of state authorities;

Lack of access to basic services;

Massive violations of human rights;

And the destroyed populations forgotten.

Leaf crossroads:

From August 4 to September 12, 2023, at least 104 people were murdered, 2 women gang raped, 13 people injured by bullets and 35 houses were looted then burned, destroyed or squatted.

Bel Air:

From February 27 to March 5, 2023, 148 people were murdered or missing. Hundreds of houses were burned. This is, by far, the most violent act ever recorded in Bel-Air.

32% of respondents have had a parent or loved one murdered;

26% of female respondents have been raped.

16% of respondents had their homes burned;

10% of respondents were beaten;

5% of respondents were injured by bullets;

3% of respondents had their pill business

57% of respondents know their attackers

55% of respondents were attacked by armed bandits operating close to their homes;

85% of respondents believe that armed bandits control their area of residence and can do what they want without fear of being worried because they enjoy impunity;

76% of respondents noticed minors operating with armed bandits.
