Haiti - Economy : Energy and charcoal, the Diaspora has plans for the country

More than 2 million people living in the three northern departments of Haiti have only 33 megawatts (Mw) of installed electrical capacity.

Through the Citadelle Group, a diaspora organization founded by Haitian-Americans and other members of the Haitian diaspora, are working on the creation of an industrial park at Terrier-Rouge, near Fort Liberté Bay, (Dept. North East). Recognizing both spending and the energy shortage in Haiti, members of the Haiti AHEAD Advocacy Group created the Citadelle Group to provide market-based solutions.

The Phaeton Industrial Park project will include a 155 MW coal-fired power plant to provide electricity to the Great North, as well as a plant that will produce 300,000 tonnes of charcoal briquettes a year to offer an alternative to traditional charcoal-based cooking fuels on which 90% of Haitians depend and which is the cause of the country's deforestation.

The Citadelle Group, which seeks to implement energy policies applicable in Haiti, including a reliable and inexpensive electricity, in a summary of its industrial park project highlights the dependence of Haiti on the importation of diesel fuel that drives electricity production costs "of about 35 cents per kWh".

According to the economist Enomy Germain, professor at the Center for Planning and Applied Economics in Port-au-Prince, only 30% of the Haitian population has "official" access to electricity saying "It is difficult for the Government to provide electricity to the population because the energy sector is not organized, because the private sector actors block any attempt at reform."
