Haiti - Elections: The CEP in Chile and Brazil prepares for the diaspora vote

A delegation from the Provisional Electoral Council (CEP), composed of Vice-President Jaccéus Joseph, Councilor Patrick Saint-Hilaire, and Councilor Marie Florence Matthieu, has been touring Chile and Brazil since August 18, 2026, to explore the possibilities of implementing voting for Haitians living abroad and to strengthen electoral cooperation between Haiti and these two countries.

In Chile, the delegation members held two important working meetings. The first was with the Chilean Minister of Foreign Affairs to discuss prospects for cooperation in the electoral field. The training of members of the electoral machinery, institutional strengthening, and the sharing of experiences and best practices in organizing diaspora voting were the main topics of discussion.

The Chilean Ministry of Foreign Affairs pledged to work with the Chilean Electoral Service (SERVEL) to contribute to the realization of this cooperation with the CEP.

The second meeting brought together members of the Chilean government and representatives of SERVEL. Discussions focused on the organization of the upcoming elections and the conditions necessary for the electoral participation of Haitians living in Chile.

The delegation then traveled to Brazil to continue its mission.

Through these initiatives, the CEP intends to pursue its efforts to promote the participation of the Haitian diaspora in the electoral process and to strengthen cooperation mechanisms with foreign electoral institutions.
