On the eve of the opening of the electoral campaign for legislative elections (Senatorial and deputation) this Wednesday, July 8, 2015, the Citizen Observatory for the Institutionalization of the Democracy (OCID) a consortium of the civil society, composed of the the Civil Society Initiative (ISC), the Ecumenical Center for Human Rights (CEDH) and JURIMEDIA, said it was particularly concerned about the violent speeches and acts of intimidation of several candidates or their supporters against members of the Provisional Electoral Council (CEP).

The OCID urges the competent authorities to conduct serious investigations on both denunciations of some electoral advisers, relating to threats that they would be the subject and on corruption allegations by non-approved candidates against members of the CEP .

The Citizen Observatory stresses that in a rule of law, charges of such gravity require to be clarified so that responsibilities are established and that democratic institutions do not bear the brunt of unwarranted rumors.

It also wishes to remind to the attention of all actors involved in the electoral process, the very painful consequences that entailed for all the protagonists and the general public the episodes of violence recorded in the past elections in Haiti.

At the opening of the electoral campaign for the legislative elections (first round scheduled for August 9, 2015), the OCID calls on all candidates to hold constructive speech to present their programs to the electorate instead of reducing their message to manipulators slogans, hollow and violent. It also invites the citizens to assess the competence and the expertise of parliamentary contenders, questioning them on national issues such as the strengthening of democratic institutions, insecurity, economic stagnation and unemployment, relationships Haitian-Dominican, the devaluation of the gourde against the US dollar, drought and chronic hunger that swept the population, etc...

To feed the debate on the political agenda of the candidates, the OCID will make public before the end of July, the report of its pre-election survey conducted in May on the entire national territory through its network of Observers independent. This report will inform those involved in the elections especially on issues that concern the people of Haiti at this time and the factors that hamper citizen participation.

The Citizen Observatory for Institutionalizing Democracy, which is actively preparing to carry out a systematic observation of the forthcoming elections, reiterated its determination to keep its independence of mind and its non-partisan position on the political scene.
