In a statement, the Secretariat of the Caribbean Community (CARICOM), expresses its deep concern and calls on the Dominican Republic to adopt measures to protect the human rights and interests of those made vulnerable following the decision of the Constitutional Court in the Dominican Republic on September 23. Remember that this decision, aims to remove citizenship to descendants of foreigners born in the Dominican Republic after 1929, on the basis that their parents were considered "in transit", ie do not have an official document of residence or legal identification, (a decision that affects approximately 210,000 children born in the Dominican Republic from Haitian parents, and about 34,000 children born of parents of other nationalities). Note that the Dominican Republic is not a member of CARICOM.

"The Caribbean Community notes with regret that the decision goes against pronouncements of the Inter-American Commission on Human Rights (ICHR) which has repeatedly called on the Dominican Republic to adopt measures to guarantee the right to nationality in the country and to adapt its immigration laws and practices in accordance with the provisions of the American Convention on Human Rights.

The Caribbean Community is particularly concerned about the humanitarian implications of the judgment. The implications of tens of thousands of persons being plunged into a constitutional, legal and administrative vacuum by the ruling are a source of deep distress to those affected and one of significant disquiet for our Community."

In addition, the Chancellor Pierre-Richard Casimir, who continues his tour in the region, has received support from his counterpart of the Republic of Suriname, Winston G. Lackin, which, in his capacity as President Pro Tempore of the Union of South American Nations (UNASUR), proposes to enter into consultations with the members of the regional organization, to contribute to the peaceful resolution of this problem in the rule of law and justice. Note that this is the third country after Trinidad and Tobago and the Republic of Guyana to officially support Haiti in this case.
