According to the pre-calendar electoral, the Transient College Permanent Electoral Council (CTCEP) invites all interested citizens to serve as members of the Departmental Electoral Offices (BED) and the Communal Electoral Offices (BEC) to submit their application.

Applications are open from 13 to 21 October 2013

Application requirements and criteria of competence required :

• Being of Haitian nationality ;

• Having 25 years of age ;

• Resident for at least 2 years in the City or the Department of BEC or BED for which the applicant is applying ;

• Be of good character and have no criminal record ;

• Enjoy his civil and political rights;

• For BED: hold a University degree from a recognized university with 3 years of experience in the public or private administration in a position of responsibility ;

• For BEC: hold BAC 2 and have 2 years experience in public or private administration in a position of responsibility ;

• Master in oral and written French and Creole ;

• Having computer skills base ;

• Hold the license for candidates BED ;

• Electoral experience in the last two elections is an asset.

The Presidents of BED currently serving are automatically eligible to participate in the contest.

Documents to submit when filing the application :

• Application letter specifying the reasons and the competition in which he postulates;

• Copy of CIN;

• Curriculum vitae;

• Proof of residence;

• A certificate of good conduct issued by the Justice of the Peace of the City or the Registry of the Court of First Instance of the jurisdiction of residence;

• certified copies of the diplomas or proof of professional experience required ;

• A copy of the license if necessary;

• Any other document evidencing the professional qualities of the candidate.

The Permanent Electoral Council may require the applicants the presentation of original at any time of the selection process.

Submission of applications :

The records are to be submitted to the BED to the person appointed for that purpose by the CTCEP, against giving a receipt. Only complete applications will be accepted.

Selection Process :

Candidates allowed to compete will undergo a written test. The eligible candidates after the written test will be declared convened to an oral interview, after which a panel of judges will determine the list of candidates.

The success in the competition confers no right to occupy a position in the BEC or BED. The CTCEP determine the duties to be occupied by candidates.

Pursuant to Article 17.1 of the Constitution, the recruitment will ensure female representation of at least 30% in the BEC and BED.
