Haiti - Social : Creation of a Bilateral Senate Committee

Friday, following the decision of the Dominican Constitutional Court, which denied citizenship to children of illegal immigrants and makes particularly harmful to thousands of Haitian descendants, Simon Dieuseul Desras, the President of the Haitian Senate, accompanied of senators, Wencesclass Lambert, Jean Baptiste Bien Aimé and Fritz Cinéas, Ambassador of Haiti to the Dominican Republic met in Santo Domingo, Reinaldo Pared Perez, the President of the Dominican Senate.

Remember that this decision follows a request of Appeals review filed by Juliana Disguise Pierre, 29 years and four children, against the Junta Central Electoral, on a decision of a lower court, which had refused to issue identity and voter cards. The Dominican Constitutional Court in its decision, decided that in accordance with Article 11.1 of the Dominican Constitution of 1966, (effective on the date of birth of Pierre Disguise), it did not grant the Dominican nationality and therefore identity and voter cards.

During the meeting, which lasted nearly an hour, Reinaldo Pared Perez who was very concerned about this decision without appeal, said that the judgment of the Constitutional Court could have a negative impact between the two countries, creating problems in Dominican society, have negative effects on the international level and affect 480,000 Haitians living in the country.

Senator Desras, while recognizing the sovereign right of the Dominican Constitutional Court remains convinced that this decision could have for origin, the political interests of certain sectors.

To avoid that this decision created more problems and "in order to see the positive and negative things in order to establish communication mechanisms to avoid the worst" senators from both countries have agreed to establish a Joint Parliamentary Commission responsible for finding solutions to what promises to be the most important crisis of recent years indicated Senator Desras.

Recall that the decision that divides the Dominican public opinion have been condemned by UN agencies and several Organization of Haitian civil society.
