Haiti - Politic : Nothing seems advance in the establishment of CTCEP

Nothing advances in the establishment of the College Transitional of Permanent Electoral Council (CTCEP) responsible for organizing this year, the next elections despite the statements last week, of former Senator Joseph Lambert, Special Adviser to the President, who stated that the 9 members of CTCEP representing the three Powers (Executive, Legislative and Judicial) would be installed in their function before Easter... Beyond this political statement, nothing seems to indicate, that the things are moving in the process of establishment of the CTCEP.

Since his return from his tour to Guyana and Suriname (Monday 26 March) the Head of State has not yet discloses the name of three representatives of the Executive to serve on the CTCEP.

No order was issued confirming the appointment of 3 representatives of the Legislative Power [Marie Clunie Dumay Miracles, Néhémy Joseph and Pierre Simon Georges].

In addition, the first 3 representatives contested of the Superior Council of the Judiciary (CSPJ) already installed [Patrick Métellus, Yves Benoit Jean-Marie et Salnave Exantus], who announced their resignation following the mediation of the Head of State, [unsigned letters], have flip-flopped after the appointment of Me Néhémy Joseph Me Néhémy Joseph and refuse again to leave their position...

A situation described as worrying by Max Mathurin, a former President of the CEP, [2006 elections], who pointed out that the members of CTCEP must be installed and get to work quickly, given that it takes about 6 months, to put in place correctly the elections [preparing the draft electoral law, the electoral calendar, set up the polling stations, organize registration of candidates, recruit and train election officials and start the campaign of civic education etc...]

He believes that by wasting time, soon there will be more room "If in June, the election machinery is not in place and that all preparations are completed, we can say goodbye to the elections this year."
