Thursday, Charles Jean-Jacques, the Minister of Social Affairs and Labour, welcomed a delegation from the U.S. Agency for International Development (USAID) on the process of implementation in Haiti of the Program "Food voucher". USAID-funded to the tune of 80 million U.S. dollars over a period of 4 years at 20 million per year, this Program of food assistance to the most vulnerable populations, is part of the social policy of the Administration Martelly-Lamothe.

The Minister Jean-Jacques, who expressed his satisfaction to see this social assistance program to move towards its implementation, briefly drew the contours of "Food Voucher", its implications and benefits about the expectations of the most disadvantaged population and launched of discussions relating to the questions elated to the planning of monitoring and evaluation.

According to the agenda of the working session, discussions focused respectively on indicators of high level results and the indicators for monitoring and evaluation of various programs that will be implemented within the framework of the Government's social policy. USAID has promised, however, to convey the impact indicators and of results, prepared in the framework of the program, to the Haitian part.

Regarding the indicators of annual monitoring, they will probably derived of logical framework drawn from the technical offer of the Executing Agency, which will be contractualised following the tender process and validated during discussions with USAID and the Government of Haiti.

It was for the parties, of:

• Discuss and agree on a set of impact indicators, of results, of success and Food Voucher Programme activities;

• Determine the respective roles and responsibilities of the MAST and of the Executing Agency in terms of monitoring and evaluation, and coordination mechanisms.
