Haiti - Politic : Toward an institute of human rights in Haiti ?

As part of their support to the Haitian government in its fight against impunity, the countries of South America and the Minustah reflect together with the Haitian authorities on the establishment of an institute of human rights in Haiti in order to introduce a "culture of human rights".

The idea of ​​an Institute of Human Rights was born from a discussion engaged by the embassies of Argentina and Brazil and the Union of South American Nations (UNASUR), in consultation with the Haitian Ministry for Human Rights. According Thioye Abdul Aziz, who heads the Public Policy Unit in the Section of Human Rights of the Minustah, involved in this process, the causes of impunity in Haiti can be summarized as "the absence of a culture of human rights, the weakness of the judiciary and the lack ofworking memory to trace the past of violations of human rights in the country."

An independent institute could, according to the officer of Human Rights, contribute to understand and document the root causes of violations of human rights in Haiti, by academic research and the education of citizens, in order to achieve a more stable society with of institutions who play their full role.
