Haiti - Politic : The Electoral Council by Evans Paul

Evans Paul, the head of "Konvansyon Inite Demokratik" which last week reproached to the government its inability to conduct concrete and effective actions, Friday explained his vision of the Electoral Council, which can not be permanent or provisional but only transitional according to him.

"... the Council can not be permanent or provisional, can not be permanent because there is no constitutional conditions [...] it missing of persons in the Senate, they are not able to delegate their three representatives then there is no constitutional conditions to be permanent, it can not be provisional also because there is no constitutional provisions to be provisional, since even in the original version of the Constitution of 1987, only one provisional is provided [...] in this situation it can be a Council of consensus, compromise, since we takes a transitional decision it is obliged to be provisional but not strictly according to the letter of the Constitution [...] I said constitutional conditions and constitutional provisions [...] Since there are no conditions or provisions this is what explains the negotiations, the negotiations should lead to a compromise, which leads to a reasonable consensus.

Only I do not like the gymnastics when they say College provisional of the Permanent Electoral Council, you can not explain it to the people, we must do the things with more sense of responsibility, to recognize that there are errors, the Executive has not made arrangements for the election to be made on time, making a vacuum in parliament, the amendment was poorly done...

We are paying the consequences, we must make a negotiation to allow en Electoral Council on which everyone agrees to carry out the elections, but it can not be permanent unfortunately, it can not be strictly provisional, but it can be transitional... "
