Haiti - CEP : Simon Dieuseul Desras confident that an agreement will be signed

On Monday, the President of the Senate, Simon Dieuseul Desras, expressed confidence that an agreement will be signed before the end of the year, for the establishment of an Electoral Council in charge of organizing the next elections in 2013.

"[...] We believe that all things are in place so that there is a way out [..] now we appeal to the good faith, to the good will, and also to the determination of any sectors that are in negotiations [...] and ourselves, we are determined [...] our Commissioners have made ​​a report now we await the return of President in the country, so that himself sign the protocol with the members of the Commission [...] we are about to agree, we made a proposal, it was not accepted in its entirety, but it has not been rejected in its entirety [...] right now they are on the road to sign a Memorandum of Understanding so that we have at least a minimum of consensus on the issue of electoral Council and allow that the year, is a legislative year an election year [...] So I think now is a matter of good faith, of parties concerned, to make the final act so that we offer an alternative to the situation [...] as the protocol is not signed I did not talk about its content [...] there is nothing that prevents it from being signed before the end of the year, when the President enters [the Head of State is back in Haiti on Tuesday afternoon], I think the same evening or the next day, a meeting can be held [...] after the last meeting, I'm sure that the protocol will be signed..."

However within the Bicameral Commission, this optimism is not unanimous. For Senator Jean William Jeanty, Member of the Commission [and other senators of the opposition], there is still no agreement between two powers around the CEP formula which will be responsible for organizing upcoming senatorial elections. However, he confirmed that a draft of Memorandum of Understanding is being developed based on proposals made at the last work session.
