Haiti - Politic : Launch of the 2012-2013 Action Plan for territorial collectivities

Thursday at Karibe Convention Center, Léon Ronsard Saint-Cyr, the Minister of the Interior and of Territorial Collectivities (MICT), proceeded, to the launch of the 2012-2013 Action Plan for territorial collectivities. This plan aims among other : to enable the development of collectivitiesin a perspective of decentralization, to prepare for the arrival of future elected officials and support and encourage local investment The new policy directions of MICT are also contained in the action plan structured around 7 main axes :

  • Strengthen the institutional capacity of collectivities [Departments North and North-East], train and support associations ;

  • Make of the delegations and vice delegations, the transmission belt between the central government and the region ;

  • Reforming the legal framework of the decentralization by drafting new bills ;

  • Improve, control and validate communal budgets ;
  • Strengthen tax mobilization and financial governance ;

  • Support local investment, and investment programs ;

  • Support municipal engineers in their tasks of urban planning and issuing of building permits ;

  • Harmonize communication between stakeholders concerned.

For the Minister , the institutional strengthening of territorial collectivities will allow better management of financial resources, stressing that the government plans to double the economic capacity of strategic zones in Haiti.

With this Action Plan 2012-2013, "The first stone was laid for effective decentralization of the country" was pleased Mr. St. Cyr.
