Haiti - Education : Operational Plan of education, signing of the Partnership Framework

Vanneur Pierre, Minister of National Education and Vocational Training (MENFP) signed this week with its technical and financial partners (PTF), among others, the Japan International Cooperation Agency, the Interamerican Development Bank (IDB) the World Bank, the Organisation Internationale de la Francophonie (OIF), the World Food Programme (WFP), UNICEF, the European Union, UNESCO, the "Partnership Framework" for the implementation of the Operational Plan of Education [2010-2015].

The Minister in his speech, said that the signing of this agreement, leaving the leadership of interventions in the education sector to the MENFP, marks a turning point in terms of unilateral and multilateral cooperation.

Vanneur Pierre, while emphasizing on the necessity of rebuild the education sector in Haiti, has justified this approach by a concern for effectiveness in the implementation of the operational plan of education, in the interests of efficiency of of the assistance provided to education and the sharing of state resources in the education system.

Now, "the interventions of each partner PFT and NGOs, will be under the direction of government which will have to ensure a true coexistence, of all interventions, to avoid any duplication and waste."

"The agencies have managed to align their programs on the choice of Haiti, that's the meaning of this partnership agreement," declared Bashir Lamine, Coordinator of Education Sector Group (ESG), which brings together fifteen PTF.

"It is not easy to abandon its own program," admitted the UNESCO representative in Haiti, who called NGOs involved in the education sector, to include their actions in the line defined by the Haitian Government.
