Tuesday during the weekly press briefing of the Minustah, Mariano Fernández Amunátegui, Special Representative of the Secretary-General of the United Nations in Haiti and Head of the Minustah egan by noting that the Security Council of the United Nations adopted a resolution that extended for one year the mandate of the Minustah, noting that the Security Council resolution was based on the report of the Secretary-General to the Security Council, who explained the situation in Haiti in general.

As for the duration of the UN presence in the country, by referring to the report of Secretary-General, with many "conditional" and "perhaps", the Head of the Minustah evoked a presence, that will extend several years...

"[...] in the Secretary General's report, which was approved by the Security Council, it was said that if the conditions continues to be stable as it is now, we will try to redefine the functions of the Minustah within 3 to 4 years to transform it into a political mission [?], perhaps depending on the circumstances.

For us, there are very important functions to complete. The first is to strengthen the National Police of Haiti (PNH), because the PNH currently has a workforce of 10,000 agents and it is needed for the country, according to calculations made ​​in concert with the government, 15.000 agents. We are working with the PNH in order to accommodate 1.200 agents at each recruitment. This will enable us to achieve the objective of total workforce in three or four years.

For us, the process of establishing of institutions of rule of law is also important. One has made great progress during the year, which was mentioned in the report and in the UN resolution. We can mention in particular : the publication of the amended Constitution, the establishment of the Superior Council of the Judiciary (CSPJ), the launch of the process of formation of the Permanent Electoral Council (CEP) to enable the organization of elections, which already suffers from a delay of 10 months.

It is necessary to refer to Human Rights, Civil Protection in general and to the protection of the most vulnerable people in Haiti. These are important tasks that the Security Council asked the Minustah, to give priority in the framework of its mandate [...]"
