Haiti - Economy : Action Plan 2012-2013 for the EDH

The Electricity of Haiti is at a key moment of its history. Indeed, thanks to the declaration of state of emergency in the electricity sector in Haiti [15 August 2012], the institution has an opportunity to attract the attention of President of the Republic in particular and the support of the Government in general with its Action Plan 2012-2013.

Approved by the Board of Directors on 21 September 2012, the Action Plan is the sum of proposals and needs of all Directorates and favors the return of the EDH to the discipline of market, through a strategy focused on the strengthening of the three pillars of the enterprise : commercialization, distribution and the transport and production.

Commercialization :

So that it again become autonomous and income generating, the EDH must absolutely increase its revenue. This year, it aims to move from 4.2 billion HTG to 9.1 billion HTG of of income commercial To do this, the EDH will :

  • Increase the billing rate from 33% to 54% through the installation of 110,000 meters radio frequency in its residential customers, 450 meters AMR in its industrial customers, and 16 meters of this type in its energy suppliers. It will also launch a pilot project of prepaid meter.

  • Increase the recovery rate from 65% to 95% : This through the recovery of at least 900 million HTG of 6.2 billion HTG of debts of its customers and the treatment of a minimum of 43.400 clients currently inactive or non-payers.

Distribution and transport :

In order to eventually get a national coverage serving the public 24/24, the EDH must absolutely modernize, rehabilitate and expand the power grid. This year, its objective is to increase the average of hours of national supply from 14 to 18 hours a day. To do this, the EDH intends to reduce the technical losses and energy not distributed from 16% to 13% through :

  • The modernization of 9 circuits and 5 sub-stations in the metropolitan area (primarily towards the rehabilitation of the entire network)

  • Rehabilitation of the transmission line of Péligre

  • The addition of 126 km of networks in provincial cities

Production :

The EDH should respond effectively and efficiently to the power demand of the country. This year, it hopes to increase the production by 24%. To do this, the EDH will :

  • Increase the availability of the installed capacity by 35MW with the rehabilitation of thermal power plants of Carrefour I, St. Marc and Archaie and the Hydro Electric Central of Péligre (over 3 years), Drouet, Caracol and Déluge.

  • Decrease the Cost of Production by highlighting the ocal energy resources through the rehabilitation of hydro power. It will also strengthen its internal controls to better control its spending in power purchase.

IIt should also be noted that by April 30, 2013 and for the first time since 1986, the EDH will complete a Master Plan 2013-2016. This plan will allow finally to the company to operate strategically.

The Directorate-General notes that "this plan is ambitious, even audacious, given the multiple challenges faced by the company for more than twenty years." To achieve this, the EDH will need the support of everyone. It has already invited its staff to the motivation, within the meaning of professional work and to due diligence at all levels. However, efforts will be vain if the Haitian population does not play its role. "The EDH record monthly a commercial loss of 750 million HTG (18 million USD). It will never get out if this situation continues."

While reiterating its determination to work hard at the service of all, the EDH is now asking the Haitian population to support the company in its fight against commercial fraud and theft, which prevent it from achieving its objectives and serve the population as it would do.
