Haiti - Education : The FNE becomes progressively legal

Thursday, the Lower House passed the bill on the organization and functioning of the National Education Fund (FNE), created in 2011 by President Martelly, to allow the schooling of children in Haiti and funded by levies of 1.5 U.S. dollar on each money transfer and 0.5 cents on every international phone calls.

The Deputy Rodon Antoine Bien-Aimé, President of the Finance Commission of the Lower House explained that "The creation of National Fund for Education is a worthwhile endeavor. It was simply necessary to regulate the system," adding that the Commission had made some modifications on the original document, among others on the composition of the Committee responsible for managing the funds. Thus, in the new version, the Committee will be composed among other of representatives of the Ministries of Economy, Education and Haitians and of Haitians living abroad, teacher unions and civil society. The Commission decided to exclude theMinistry of Social Affairs initially planned in this Committee. According to the Deputy, the FNE currently dispose of nearly 2 billion gourdes.

The bill must now be approved by the Senate before being published in the official newspaper "Le Moniteur".
