Haiti - Elections : More than 5 million Haitian have a CIN

Although the establishment of the future Permanent Electoral Council is still expected, the National Identification Office (ONI) is actively preparing for the upcoming legislative and municipal elections, which should, according to Prime Minister, Laurent Lamothe take place in November 2012...

On this subject, Jean Baptiste St. Cyr, Director General of ONI has indicated that "[...] The United States, Canada, European Union, Mexico [already confirmed] and possibly other donors and the Haitian state will contribute. This will allow us to buy new computers, that we have already ordered, purchase new vehicles [...] to allow us to return to voters to give them their cards, because even if we receive the data via the Internet, we deliver the cards by the road [...]

Currently, we have more than 5.1 million Haitians who are registered in the database and has a National Identification Card (CIN) and the number increases every day [...] we have an office of the ONI to the National Archives, which allows us to identify the deceased persons, and for the first time, we managed to remove from the voters list the people who died we removed nearly 11,000 cases [...] This does not mean that we have withdrawn them from the national registry, we always keep them as a citizen died, but thus, we will not forward them to the CEP when we will submit the ists [...] however, it is impossible to speak of a total treatment [...]"

In addition, the Director General of ONI has indicated that his institution was currently working on a "mega project" that will allow Haitians living abroad to receive a document proving they are Haitian "[...] We are working on a mega project involving several partners: the Ministry of Foreign Affairs, because it will give us the space to house our offices in the Diaspora, the Ministry of Haitians Living Abroad (MHAVE), who is the promoter of this project, ONI who is the legal entity who owns the technology and the ational Archives, that will come in support and provide documentation that will enable us to identify people [...] we think start the pilot phase in summer, in the Turks and Caicos and the Dominican Republic, to allow these people, as Haitian living in these countries, to possess an identity document, to justify they are Haitians [...]

This is the MHAVE that will come with the financial means, perhaps that the beneficiaries that we will record in the diaspora, will have an additional fee, even it is true that the issuance of a card is free, it asks us additional disbursements..."
