Haiti - CEP : Nothing moves among the parliamentarians...

The deadline of 8 days, wished by the President Martelly in its correspondence dated July 9, 2012, aimed at obtain of Parliamentarians the submission of 3 names of their representatives for the Permanent Electoral Council (CEP), expired yesterday Tuesday, without that the parliamentarians makes one step forward, in the selection process...

The Deputy Sorel Jacinthe proposes a call to candidature, as did the Superior Council of Judicial Power (CSPJ) and the formation of a Commission to select the most qualified candidates, while many of his colleagues, are unable to agree on the issue of criteria to guide the selection of future representatives...

In addition, Levaillant Louis Jeune, President of the Lower House continued to assert that the Lower House must appoint 2 representatives and the Senate 1, nder an agreement with the Upper House, whilethe Senator Simon Dieuseul Desras, President Senate denies the existence of such an agreement...

In the Senate the situation is equally confusing. The upper house, reduced to 20 members, is facing with a quorum problem which so far prevents the holding of any session...

At least 7 senators prevented the achievement of a quorum whose among others : the Senator Jean William Jeanty, who intends to be opposed to the choice of representatives of Legislative by leaving the room at each session regarding its choice, in order of preventing the achievement of a quorum or even the Senator Moïse Jean-Charles, who is categorically opposed to the organization of legislative and municipal elections by a Permanent Electoral Council, proposing a Provisional Council of consensus pending the structures necessary for the setting-up of a Permanent Council is in place.

Before the growing threat of certain Senators to prevent the holding of sessions in the Senate by reversing the quorum, the President of the Senate draws to the attention of the protesters, that a quorum could be lowered. Affirming that no legislation set to 20 the majority of 2/3 and that there are "legal provisions and a jurisprudence to lower the quorum," due to the reduced number of Senators making up the Senate today [2/3 of 20 senators versus 2/3 of 30 senators].

Only problem in what the President of the Senate said, is that he made this statements shortly after a meeting with Cheryl Mills, the Chief of Staff of the Department of State, of Hillary Clinton. More than one, did not fail to note, that this is the result of pressure and of interference from the United States in sovereign political affairs of Haiti...
