Haiti - Politic : Divergent reactions on the replacement of Mayors

As part of the Government's decision to replace almost all of the 120 mayors elected in 2006 and whose mandate is largely due, Yvon Jérôme, the mayor of Carrefour, will be replaced by Jude Édouard Pierre [former Director General of the Town Hall ], which will be assisted by Augustine Saint Cloud and Jerry Leger.

Mayor Jérôme has no objection to the decision of the Government and in the explanations of Thierry Mayard Paul, the Minister of the Interior, on the need to replace all the candidates in the forthcoming municipal elections. He considers his departure as "a vacancy before the next municipal elections."

If the Mayor "seems to accept" the decision, it is not the case for Rosny Desroches, Executive Director of the Civil Society Initiative who considers that these replacements are not an advanced "[...] we believe that only elected should replace elected, that's what the law says [...]"

For Moïse Charles Pierre, President of the National Federation of Haitian Mayors, the reaction is much more virulent. He assimilates the replacement of mayors to a real operation "Rache Manyòk" orchestrated by the Executive considered that these replacements "threaten the democratic gains." He accuses the parliamentarians of having claimed the departure of mayors in end of mandate "in order to recover the ten million gourdes originally intended for local authorities" [?], recalling like Rosny Desroches that "only elected should replace elected" and the decision of the Executive was taken in flagrant violation of the law.
