Haiti - Justice : Training of clerks and bailiffs of Petit-Goâve

In collaboration with the prosecution and the Court of First Instance of Petit-Goâve, the cabinet of the Minister of Justice and Security, represented by Me Patrick Laurent, Me. Youmi Fievre and Ms Judith Normil Brunache; has organized Friday, June 29, 2012, a training seminar for clerks and bailiffs of the jurisdiction of first instance court of Petit Goâve. It's Me Emmanuel Tataille, the dean of the court of first instance of Petit-Goâve, who opened the training session.

Me Hannibal Coffy, on ethics and deontology, said that "the clerk in the judicial system, holds great power but it should not abuse of it. It must show rigor, integrity, morality, and submission to the rules deontological in the exercise of his duties, and the bailiff for its part, must be serious."

In addition, he hoped, that ethics and deontology, govern the associations of clerks and bailiffs of the country "clerks and bailiffs must care for each other as auxiliaries of the justice, the country will be the big beneficiary."

According to, Me Jean Alix Civil, the government commissioner of Petit-Goâve, this seminar aims to :

  • Promote the rule of law ;

  • Improve the judicial service to offer to the population ;

  • Make accessible the service of the justice to the population ;

  • Guarantee the rights of all citizens ;

  • Strengthen the technical competence of judicial actors that are the clerks and bailiffs who are of auxiliaries of justice inter alia.

For his part, Me Justin O. Fievre addressing the role of the clerks declared "The clerk has obligations, the Haitian constitution requires citizens and public officials to learn and train [...] It is not enough to demand wage increases. Clerks must be trained and be guided by the spirit of service. They must seek the competence and get to do this, a code of civil procedure and other important works," warning the Clerks and Bailiffs against any breach to their duties, reminding them that "The law also penalizes offending clerks and bailiffs."

All participants have expressed satisfaction with this first day of training...
