This week, the Bars Federation of Haiti (FBH) and the National Association of Haitian Magistrates (ANAMAH) have threatened the authorities to strike, from Monday, April 16, if the latter did not proceed with the installation of the members of the Supreme Council of the Judiciary (CSPJ) by Friday 13.

Reacting to this threat, Pierre Michel Brunache, the Minister of Justice, reminded once again, to the FBH and ANAMAH, that these are legal constraints that are the cause of delay in the implementation of CSPJ. Claiming not to understand the pressures of the FBH and ANAMAH who seem not take into account all progress made in this process, by the administration Martelly.

For the Minister, it is not by seeking confrontation, by threatening to strike and asking ultimatums that things will move forward, on the contrary. He invited the FBH and ANAMAH to dialogue and urges them to designate without delay, the members within the 3 Special Commissions responsible for ensuring the transition [Commission on the modalities of transfer of skills - Budget Commission and the Commission on the CSPJ headquarters]. Commissions, which according to the Minister, have been created precisely to see how we can accelerate the process.

Last week, the Minister of Justice had already qualified of impatience, the claims of Magistrates, explaining "...There is a determination to install the CSPJ, we move forward, everyone can see that if there was a delay, it does not come from us [...] the installation is definitely for soon. I am totally satisfied, although I understand that everyone wants to go faster..."

Carlos Hercules, the President of the FBH, indicated that the Federation does not intend to reconsider the strike announced, if he did not obtain satisfaction by Friday. For his part, he explains these successive delays, by an unwillingness of the executive who would not, according to him, to lose the control over the judicial system...
