Haiti - Justice : Installation of 4 new judges to the Court of Cassation
The President Michel Martelly has proceeded this Friday, February 17 at the installation of four new judges to the Court of Cassation. The ceremony was held at the National School of Magistrates.

"I swear to uphold the Constitution, to apply in the exercise of my duties, the laws in force, to assist in the distribution of a sound and impartial justice and to be in all a worthy and loyal magistrate" it is with these words that the four new judges, Thélot Wendell Coq (the only woman of four), Kesner Michel Thermézi, Frantzi Philémon and Louis Pressoir Jean Pierre took charge of their new function.

In his speech for the occasion, the Head of State stressed the importance of the Court of Cassation in the proper functioning of the judicial system and the distribution of justice in Haiti "...we work tirelessly for the establishment of the Superior Council of Judicial Power (CSPJ). We believe that a rational implementation of this Council, is a guarantee for the future and is of crucial importance in the evolution of our country, in the sense of respect of fundamental rights and the consolidation of the Rule of law. We program this installation for the end of this month and hope to be able to do it. [...]"

Anel Alexis Josph, the President of the Court of Cassation recalled that the history will remember that it is the President Martelly, who has allowed justice to be free, with CSPJ. The judicial power has now its organ of expression and management, it becomes independent alongside the two other powers, to enable a better functioning of the courts, better organization of justice..."

Thélot Wendell Coq, the Spokesperson of the new judges noted that "...what society unfortunately does not realize is that it also concedes a duty to the judge, that of ensure him the serenity primarily to the exercise of its functions..."

Thiers Malette, the Government Commissioner of the Supreme Court, meanwhile, made the apology of the new judges, praising their competence, honesty and courage "these new judges will make the next generation more efficient..."

For his part, Pierre Michel Brunache, the Minister of Justice, considers this step as a a first step towards the independence of the judiciary and a better distribution of justice throughout the country.

The swearing ceremony was also attended by Prime Minister Garry Conille and members of his government, the presidents of both chambers, of judges and former Presidents of the Court of Cassation.
