Development Plan for the Electricity Sector in Haiti
On Friday, October 30, 2026, the National Energy Sector Regulatory Authority (ANARSE) informed the general public and all stakeholders in the energy sector in particular of the publication of the Electricity Sector Development Plan for Haiti. This plan was developed as part of the Program for Improving Access to Electricity in Haiti (AMACEH), under the aegis of the Ministry of Public Works (MTPTC) and with financial support from the Inter-American Development Bank (IDB). This strategic planning document presents a structured and progressive vision for the development of the national electricity sector. It proposes technical, economic, and institutional guidelines aimed at improving access to electricity, strengthening infrastructure reliability, and supporting the country’s economic and social growth. The Plan is based primarily on the development of six regional electricity grids, supplemented by mini-grids and solar home systems for isolated areas. It also advocates for greater integration of renewable energy, specifically solar power combined with battery storage, as well as an investment schedule tailored to the actual evolution of demand. Beyond infrastructure, the document underscores the importance of strengthening the institutional and regulatory framework, improving governance, and mobilizing funding to ensure the viability and long-term sustainability of the sector. By making this Plan available to the public, ANARSE aims to contribute to the dissemination of sector-related information, promote transparency, and foster a better understanding of the strategies proposed for the development of Haiti’s electricity system.
