Friday October 30, 2026, at the National Police Academy, on the Route des Frères, the Prime Minister, Alix Didier Fils-Aimé, took part in the graduation ceremony of the 37th promotion of the National Police of Haiti (PNH), baptized "Dessalines", corresponding to the 3rd cohort of the P4000+ program. This promotion includes 1,189 new police officers, including 947 men and 242 women (20.3%). The graduation ceremony took place in the presence of members of the Government, representatives of the diplomatic and consular corps, officials of the security forces and several personalities. In his speech, Fils-Aimé, also President of the Superior Council of the National Police (CSPN), paid tribute to the police, soldiers and officers who fell in the accomplishment of their mission, as well as to the four Salvadoran soldiers who went missing in Santo. Addressing the new police officers, the Prime Minister urged them to serve the Nation with honor, discipline, courage and integrity. He recalled that wearing the uniform constitutes a solemn commitment to the Fatherland and the protection of citizens, who must remain at the heart of their mission. The Head of Government reaffirmed the determination of his administration to reestablish State authority throughout the national territory, in particular by strengthening the operational capacities of security forces, border control and the fight against corruption and illegal arms trafficking. Declaring Yon Leta ki pa kontwole fwontyè l, se yon Leta ki an feblès and emphasizing that national security requires strong institutions and resolute action by the State. For its part, the United States Embassy in Port-au-Prince in a note congratulates the 36th promotion of the PNH "This important step brings to more than 3,200 the total number of new police officers trained and deployed within the framework of the P-4000 program financed by the United States [...]" With more than $25 million in funding from the Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL), the P-4000 program continues its goal of recruiting, training and equipping more than 4,000 police officers by spring 2027. In just 16 months, the program will have trained as many new police officers as the National Police Academy typically trains in seven years. "The new police officers from the P-4000 program are deployed directly within communities in order to dismantle criminal gang networks, maintain control of liberated territories and secure essential infrastructure as well as the main axes of circulation, alongside specialized units of the PNH, the Armed Forces of Haiti (FAd’H) and the Gang Supression Force (GSF) authorized by the United Nations. To ensure the integrity of the workforce, the program uses retinal lie detection technology to check candidates for possible gang ties. It also integrates into its basic program mandatory training focused on ethics, leadership and human rights. This U.S. assistance directly supports Haitian-led security efforts, while promoting long-term institutional autonomy, dismantling violent criminal networks, and strengthening regional stability."
