Haiti – IMF-World Bank Annual Meetings : Haiti pleads for increased concessional financing
The Haitian delegation, led by Serge Gabriel Collin, Minister of Economy and Finance (MEF), is continuing its discussions with international partners at the Annual Meetings of the International Monetary Fund (IMF) and the World Bank Group, taking place from October 12 to 18, 2026, in Bangkok, Thailand. These meetings aim to mobilize more resources to address Haiti's urgent needs, support economic recovery, and promote job creation, while ensuring the sustainability of public debt. During meetings with World Bank teams, Minister Collin highlighted the dynamism of Haiti's portfolio and the prospects for accelerating project implementation. He emphasized the need to maintain the concessional conditions* currently granted to Haiti, particularly grant financing, which is essential for a country simultaneously facing a security, humanitarian, and economic crisis. He stressed that a tightening of these conditions could jeopardize stabilization and recovery efforts. At the Small States Forum, which brings together ministers, central bank governors, World Bank executives and senior officials, as well as development partners, discussions focused on the implementation of the strategy for these economies. Mobilizing private capital and creating jobs are central to this approach to supporting growth and strengthening resilience. The Haitian delegation advocated for faster and more predictable access to concessional resources*, as well as for better consideration of vulnerability in allocation criteria. Speaking at the Caribbean Caucus Forum, Minister Collin called on countries in the region to present a unified voice to international financial institutions in favor of financing mechanisms better suited to the realities of vulnerable economies. He emphasized the need to consider their exposure to climate, economic, and social shocks, as well as the constraints that limit their capacity to finance their development. During discussions with the Working Group of Central Bank Governors of the 20 Most Climate-Vulnerable Countries (CVF-V20), the Haitian delegation reaffirmed Haiti's commitment to its Climate Prosperity Plan. It emphasized the importance of mobilizing the necessary resources for its implementation, particularly to finance climate change adaptation and strengthen the country's resilience. At the ministerial breakfast meeting dedicated to the Cooperation Framework between the United Nations Development Programme (UNDP) and the World Bank, the delegation welcomed Haiti's selection as one of the five pilot countries for this partnership, which focuses on improving access to finance for small and medium-sized enterprises and creating jobs. Through these discussions, Minister Collin highlighted the complementary nature of concessional financing*, climate resources, and private investment in addressing the country's challenges. He reaffirms the need to align this support with the Government's priorities and to strengthen national implementation capacities, so that partnerships translate into concrete investments, improved public services, and employment opportunities for the Haitian people. (*) Learn more about concessional financing : Concessional financing is a loan or financial support granted on much more favorable terms than market rates. Preferential interest rates: Significantly lower than rates on commercial financial markets. Extended repayment period before starting to repay the borrowed capital. Often composed of a grant (donation) component combined with a loan, generally reaching a minimum concessionality threshold (often 35% or more according to IMF rules). Repayment deadlines spread over many years. HL/ HaitiLibre
