Haiti - Elections : The CEP to observe Quebec’s general election

The Provisional Electoral Council (CEP), represented by Council Member Jacques Desrosiers, participated in an experience-sharing and election observation program organized in conjunction with the provincial general elections in Quebec, Canada.

This initiative, held under the auspices of the Francophone Electoral Skills Network (RECEF), was designed to provide a deeper understanding of the mechanisms and procedures involved in the preparation, organization, and conduct of electoral operations in Quebec.

The program unfolded in several stages. Initially, participants attended a series of presentations led by staff from Élections Québec and external speakers. These sessions focused on key issues related to electoral administration, the management of general elections, and the organization of the voting process.

The second phase involved the direct observation of electoral operations, including visits to polling stations and various electoral districts in the Quebec City region. These activities allowed participants to familiarize themselves with specific aspects of the Quebec electoral process, such as the management of the permanent electoral list and the conduct of voting procedures.

Following this participation, Council Member Jacques Desrosiers delivered a presentation on the electoral process, drawing parallels to the realities and challenges specific to the Haitian context. The presentation was attended by representatives from several organizations, including Action-Haiti, Architecture sans frontières Québec, Carrefour de solidarité internationale, the Interdisciplinary Center for International Development in Health (CIDIS), and the University of Sherbrooke.

Through this engagement, the CEP reaffirms its commitment to the exchange of knowledge and experience among Francophone electoral institutions. Such exchanges are intended to help enhance skills, promote best practices, and strengthen expertise in the field of electoral administration. The CEP intends to continue its efforts to conduct the electoral process in an inclusive, impartial, and transparent manner, while upholding the principles of electoral independence and integrity, as well as the right of every citizen to participate in the country’s democratic life.
