Haiti - FLASH : Official sale at gas stations of fuel dangerous for vehicles
Edouard L. Paultre, Executive Secretary of "Ensemble Contre La Corruption" (ECC), recalls that in early September 2026, a ship delivered a shipment of petroleum products to the Varreux terminal in Haiti, without any quality control by the relevant authorities. Distributed to service stations in the days that followed, drivers of motorcycles and other vehicles began complaining about the harmful effects of this gasoline on their engine's fuel system, damaging the fuel tank, filters, injectors, and even the cylinders. A "Public Notice" from the Ministry of Commerce and Industry, issued on September 15, 2026, confirmed that the delivered petroleum products had not undergone any conformity or non-conformity analysis. This note from the Ministry of Commerce and Industry (MCI) reveals a complete failure on the part of all services responsible for quality control of petroleum products, both at terminals and service stations (AGD, BMPAD, MCI, MTPTC). Disregarding its direct responsibility for not having analyzed the products delivered to the market, the MCI merely reminds importers of their responsibility to place "products on the market that conform to applicable standards and requirements and to guarantee their traceability," avoiding mentioning the name of the importer in question. The ECC reiterates that the ethics of responsibility oblige all public decision-makers to anticipate the concrete consequences of their actions and to answer for them to society. The country's leaders are ignoring this standard of public governance. Beyond the political responsibility of the State, ECC reiterates that the Administration's administrative responsibility can be invoked before the administrative court, which has jurisdiction over all claims for compensation when, due to the malfunctioning of public services (failure to provide services), damages result, including financial losses, for a citizen. ECC's Conclusion and Recommendations : 1 - That the Office of Citizen Protection (OPC) open its offices to receive documented complaints from vehicle and motorcycle users affected by poor-quality gasoline and assist them in potential legal actions for compensation against the Administration before the Superior Court of Accounts and Administrative Disputes (CSC/CA). 2 - That the Prime Minister immediately replace the Ministers and Directors General responsible for supplying Haitian consumers with petroleum products that damage the engines of motorcycles and gasoline-powered vehicles. 3 - That the OAVCT's funds be used to provide compensation to all vehicle and motorcycle owners severely affected by this non-compliant fuel. This measure must be implemented immediately, before the end of October 2026. 4 - That a judicial investigation be immediately opened by the Anti-Corruption Unit (ULCC) into the entire chain of public and commercial officials so that those responsible can be brought before the courts of first instance as soon as possible.
