Haiti - Politic : A historic administrative first (video)
On Saturday, October 10, 2029, the National Commission for the Fight Against Drugs (CONALD) officially presented 18 appointment letters signed by Prime Minister Alix Didier Fils-Aimé. These letters mark the formal integration of 18 new executives and public officials into the institution. This initiative is of major historical significance. It marks the first time since CONALD’s creation on May 31, 2002, that such a massive regularization and permanent appointment of 18 public officials has taken place, ending over 15 years of employment uncertainty for staff members previously confined to contractual status. At the same time, the Prime Minister, who also serves as President of CONALD, issued official appointment letters to several mid-level and junior staff members, thereby strengthening the hierarchical and operational structure of this strategic state body. Representing an administrative milestone unmatched since the 2002 decree, this marks the first time the Commission has benefited from a human resources stabilization plan of such magnitude. The permanent integration of these 18 individuals into the state’s career civil service definitively puts an end to the precariousness of contractual employment. This organizational reform ensures the continuity of public action and equips the administration with expert personnel well-versed in the technical and legal demands of combating drug trafficking. The management overhaul implemented by the Head of Government aligns with the executive branch's core sovereign priorities. Under the rigorous coordination of CONALD Coordinator Karl-Henry Périclès, the Commission now possesses the administrative tools needed to enhance the effectiveness of its public policies. Regularizing personnel and appointing mid-level and junior managers makes it possible to : • Structure the hierarchy to streamline command and the execution of national directives; • Optimize inter-institutional coordination with security forces and international partners; • Preserve institutional memory by retaining sector-specific experts in the fight against transnational organized crime. This high-level directive aligns strictly with the doctrine of institutional restoration championed by the Head of Government on the international stage. In his remarkable address to the United Nations General Assembly, the Prime Minister reaffirmed the urgent need to rebuild public institutions that are resilient, transparent, and capable of responding sovereignly to multidimensional crises. The action taken today within CONALD represents the practical implementation of this State vision : modernizing public authority imperatively requires investing in the human capital that forms its foundation. In return for this solemn recognition by the Nation, the newly tenured staff and promoted managers now face a requirement for heightened performance. Formal accession to the status of civil servant of the Republic entails strict ethical obligations : • Rigor and absolute integrity in the exercise of law enforcement and preventive duties; • An obligation to deliver results and efficiency regarding institutional performance indicators; • Constant availability and self-sacrifice for the safeguarding and protection of Haitian society. CONALD welcomes this historic milestone set by the Prime Minister, which outlines a modern governance model where institutional efficiency harmoniously integrates with administrative justice.
