Haiti - Security : Meeting of the PNH High Command with Departmental Directors
The High Command of the Haitian National Police (PNH), under the leadership of Commander-in-Chief Vladimir Paraison, held its monthly working meeting with Departmental Directors on October 8, 2026. The Departmental Directors for West 1 (DDO-1) and West 2 (DDO-2) attended the meeting in person, while nine other Departmental Directors participated via videoconference. Several topics were addressed during the session, notably the evolution of the country's security situation and the difficulties encountered in the various departments. The Departmental Directors described the security realities in their jurisdictions and the challenges they face in carrying out their duties. They also took the opportunity to outline specific needs, such as increased personnel and new equipment. Amid the current election period, they reported that they are intensifying their efforts to ensure the process proceeds without security incidents. Meanwhile, the PNH High Command is stepping up measures to prevent kidnappings and thwart attempts by criminal terrorists in the Port-au-Prince metropolitan area and other regions of the country. Instructions were issued to the Departmental Directors to strengthen their security measures and ensure an appropriate response to any kidnapping attempt. The High Command ordered increased monitoring of major roadways in the Port-au-Prince metropolitan area and reiterated the importance of strengthening the supervision and oversight of police officers, particularly those deployed in the field. The meeting also provided an opportunity to discuss preparations for the graduation of the PNH’s 37th class. Finally, Commander-in-Chief Vladimir Paraison instructed the Departmental Directors to continue maintaining order and discipline among the police officers under their command.
