Haiti - Elections : Government pledges neutrality in the electoral process

At the last Council of Ministers meeting held on October 5, 2026, a resolution reaffirming the Government's commitment to neutrality in the electoral process was adopted.

Text of the Resolution :

"Having regard to the Constitution of the Republic;

Having regard to the National Pact for Stability and the Organization of Elections of February 21, 2026, published in the Official Gazette, Special Issue No. 7 of February 23, 2026;

Having regard to the electoral decree of June 2nd, 2026, as amended by that of July 2, 2026;

Considering that, within the framework of the aforementioned National Pact, the need to establish leadership based on trust, balance, and neutrality at the Executive level is stipulated, as these are essential conditions for the prompt organization of inclusive and transparent elections to install elected authorities at the head of the State;

Considering that it is the Government's responsibility to take all necessary measures to create a safe and stable environment conducive to the conduct of elections;

Considering that, pursuant to Article 212 of the electoral decree of June 2nd, 2026, as amended by the decree of July 2, 2026, no public official, civil servant, employee of the national public administration, member of the Government, or senior official may use State equipment and resources to engage in electoral propaganda activities in favor of one or more candidates, political parties, groups, or coalitions of political parties, under penalty of sanctions;

Considering that during the working session of July 25, 2026, held under the theme 'Involvement of the Public Administration in the Implementation of the Electoral Decree of June 2nd, 2026, as amended by that of July 2nd, 2026' the Head of Government instructed members of the Cabinet and officials of the public administration to demonstrate neutrality and impartiality and to provide their full support to the smooth running of the electoral process;

Considering that the credibility of the electoral process rests on citizens' trust in the neutrality of public institutions and in the equal treatment of all candidates, political parties, groups, and coalitions of political parties;

Considering that it is therefore necessary to reassure the population, political parties, and civil society actors of the Government's neutrality in the electoral process;

Adopts the following resolution :

Article 1 : The Government solemnly commits to maintaining the strictest neutrality in the electoral process.

Article 2 : The Government shall also ensure the neutrality of agents under its authority, particularly during the electoral process.

Article 3 : Any breach of the principle of neutrality during the electoral process shall subject the offender to the penalties provided for by the laws and regulations in force.

Article 4 : This resolution shall be published and implemented at the discretion of the Prime Minister."
