As violence continues to paralyze the country, the latest report on Haiti from the United Nations Panel of Experts reveals the mechanics of a system of institutionalized impunity. When elites fund gangs : Far from being a purely spontaneous phenomenon, the terror imposed by armed groups relies on deep-rooted support networks. The UN report details specific, direct connections between segments of the political elite, private-sector oligarchs, and gang leaders.
