Haiti - FLASH : New amendments to the electoral decree, what we know

On Monday, October 5, 2026, just over two months before the first round of elections and the referendum on constitutional amendments scheduled for December 13, 2026, the Council of Ministers examined further amendments to the electoral decree. No information from the Council was released regarding the articles of the decree concerned or the proposed changes.

However, the Provisional Electoral Council (CEP) shed some light on the matter by announcing some modifications to certain deadlines in the electoral process.

The CEP announced that, following consultations with political stakeholders and in light of the adoption, by the Council of Ministers on October 5, 2026, of amendments to the electoral decree of June 2nd, 2026, certain deadlines in the electoral process have been rescheduled.

The CEP announces that the online registration period for candidates, as well as the period for submitting required documents, has been extended until October 31, 2026. This measure aims to allow candidates and relevant political organizations sufficient time to complete the formalities stipulated by the current legal and regulatory framework.

Furthermore, the period initially set for the electoral campaign has been postponed. The new start and end dates for the campaign will be announced later.

The Provisional Electoral Council is actively working to finalize an updated electoral calendar, taking into account the new provisions of the Electoral Decree, the technical and operational requirements of the process, and the conditions necessary for the proper conduct of the various stages of the electoral process. This calendar will be made public as soon as possible.

Finally, the CEP reminds the public that the voter registration process is ongoing. It therefore encourages eligible citizens to complete the necessary steps to exercise their right to vote in the upcoming elections.

The CEP thanks the political parties and groups of political parties for their participation in the consultations and for their contributions.
