Haiti - Politic : Towards the restoration of security and State authority
Paul Antoine Bien-Aimé, Haiti's Minister of the Interior and Territorial Communities, through his Directorate of Political Affairs and Human Rights (DAPDH), intends to strengthen his efforts to address the numerous security challenges facing certain regions of the country in the current context. The work undertaken following the workshops held by DAPDH on February 12 and 13, 2026, at the Karibe Hotel, has resulted in the preparation of three draft decrees. These decrees will strengthen security oversight and better regulate and oversee the security agency, travel agency, and foundation sectors. Draft Decrees on Private Security Agencies : Control and Traceability : Strengthening the criteria for granting and renewing operating licenses for these agencies; Operational Framework : Redefining the rules on the armament, profile, recruitment, and training of security agents; State Supervisio n: Mandatory alignment of their activities with the public safety directives of the Ministry of the Interior and Territorial Communities. Draft Decree on Travel Agencies : This text is part of an effort to control financial and migratory flows. Trade Regulation : Improvement of audit, registration, and authorization mechanisms for commercial operations within the national territory; Control of Flows : Increased transparency in the issuance of travel documents to combat transnational crime and local administrative abuses. Draft Decrees on Foundations and Non-Profit Organizations : Governance and Finance: Obligation of strict financial transparency to prevent money laundering and ensure that funds are used exclusively for their declared non-profit purposes; On-the-Ground Monitoring : Implementation of enhanced monitoring tools to ensure the ethical, fiscal, and social legitimacy of organizations operating in Haiti under the status of Foundation. According to the DAPDH, the three decrees were designed in a harmonized manner around a common set of objectives: Public Security: Preventing these sectors from being infiltrated by illegal networks; Regulation : Replacing legal ambiguity with strict authorization criteria; Governance : Restoring the State's supervisory capacity and administrative authority; Respect for Human Rights : Ensuring that the management of these sectors is carried out in full compliance with fundamental freedoms. Furthermore, during the fiscal year that has just ended, the DAPDH maintained its vigilance and interventions on behalf of repatriated or deported persons. This technical directorate of the Ministry of the Interior and Territorial Communities regularly contributes to their reception, ensuring respect for their dignity and fundamental rights. "We strive to integrate security, regulation, governance, and the promotion of human rights into our actions, always with the same objective of contributing to combating, through legal instruments, security abuses and strengthening the rule of law in Haiti," stated Berthony Noël, Director of the DAPDH. It is worth recalling that the Directorate of Political Affairs and Human Rights is also tasked with analyzing political and social situations, proactively identifying issues and risks, and determining how these are likely to affect stability and social cohesion, Berthony Noël emphasized.
