The Kenscoff City Hall respectfully and gratefully acknowledges the considerable efforts made by the Haitian National Police (PNH) in operations aimed at restoring security and enabling the gradual liberation of several areas within the municipality.

The City Hall extends its congratulations to the valiant police officers deployed in the field, who are carrying out their mission under particularly difficult conditions, with courage, determination, and at the cost of significant sacrifices.

It also commends the commitment of the volunteers who, while respecting the law and their responsibilities, are contributing to the collective efforts, as well as the people of Kenscoff, whose courage, patience, and resilience remain essential during this challenging time.

However, retaking an area is only the first step. Consolidating the recovered areas, ensuring their long-term security, and progressively restoring the population's living conditions require a coordinated response from all state institutions.

To this end, the City Hall makes the following requests :

1. The Mayor requests the following from the Superior Council of the National Police (CSPN) :

• The Mayor requests: the definition of an inter-institutional plan for consolidating the areas recaptured in Kenscoff;

• The strengthening of operational resources allocated to the forces deployed in the municipality;

• Coordination between the Haitian National Police (PNH), the Armed Forces of Haiti (FAd'H), and other relevant agencies to prevent any security vacuums after the recapture of a sector;

• The establishment of a monitoring mechanism to regularly assess the security situation in the liberated areas.

2. The Mayor requests the following from the General Directorate of the PNH :

• The maintenance of a permanent police presence in the recaptured areas, based on the operational assessment of the police authorities;

• The reinforcement of patrols and surveillance measures in sensitive areas;

• The securing of the main roads providing access to the recaptured sectors;

• The continuation of operations necessary to consolidate the gains;

• The regular transmission of general information to local authorities to better inform the population about the evolving situation, while respecting operational imperatives.

3. The Mayor requests the following from the Armed Forces of Haiti (FAd’H) :

The Mayor requests, in accordance with the directives of national authorities and the applicable legal framework:

• Support for the consolidation and security measures in the recaptured areas;

• The reinforcement of the security forces' presence in sectors deemed necessary;

• Coordination with the Haitian National Police (PNH) to prevent any attempt to reoccupy the recaptured areas;

• Participation in inter-institutional mechanisms for territorial planning and security.

4. The Mayor requests the following from the Ministry of Public Works :

• Priority intervention on strategic roads in Kenscoff, particularly those whose condition compromises the mobility of security forces.

• An urgent technical assessment of priority roads;

• To carry out the necessary rehabilitation, clearing, and development work;

• To identify critical points preventing or slowing the passage of armored vehicles;

• To facilitate the movement of security vehicles to allow for rapid and regular movement of armored vehicles between the different sectors;

• To establish, in consultation with the Mayor's office and the security authorities, a list of priority routes.

5. The Mayor's office requests the following from the Ministry of the Interior :

• Institutional support for the Municipality in the efforts to consolidate the recovered areas;

• Facilitation of coordination between the Mayor's office and the various State institutions;

• Support for the Municipality's urgent needs for essential services in the sectors being progressively secured;

• Support for the process enabling, when security conditions permit, the gradual return of displaced populations.

6. The Mayor's Office requests the following from the Prime Minister's Office and the Government :

• The establishment of a special inter-institutional mechanism for Kenscoff;

• The mobilization of financial, logistical, and material resources;

• The coordination of interventions by the Haitian National Police (PNH), the Haitian Armed Forces (FAd'H), the Ministry of Public Works, Transport and Communications (MTPTC), the Ministry of the Interior and Territorial Communities (MICT), and other relevant institutions;

• The acceleration of interventions to progressively restore public services and essential infrastructure in secure areas.

7. To local authorities and the public :

The Town Hall also urges the public to continue exercising caution and strictly adhering to the instructions of the security forces during operations. It asks residents not to rush into areas still undergoing security operations and not to resume activities in areas designated as sensitive until authorized by the relevant authorities.

The Town Hall reiterates that strengthening security is a collective responsibility, but that security operations are the responsibility of legally authorized forces.

The Kenscoff Town Hall considers the current efforts to be an important step. It encourages the security forces to continue their work and calls upon all state institutions to transform the reclaimed areas into permanently secure, accessible, and progressively rehabilitated spaces.

The fight to secure Kenscoff must not end with the recapture of these areas: they must now be consolidated, permanently secured, and the conditions for the return of the population must be created.
