Haiti - Honduras : An ONI delegation presents DELIDOC’s progress.

A delegation from the National Identification Office (ONI), led by its Director General Reynold Guerrier, represented Haiti at the 23rd meeting of the Latin American and Caribbean Council for Civil Registration, Identity and Vital Statistics (CLARCIEV) in Tegucigalpa, Honduras.

This regional gathering brought together officials from civil registry and identification agencies, specialists, and international partners to address a key objective : ensuring a legal, reliable, and secure identity for every individual. Discussions focused on registry modernization, digital transformation, data protection, and improving access to identity services.

During the meeting, Reynold Guerrier presented the key features of Haiti’s identification system and outlined the efforts underway to modernize services provided to the public.

Haiti’s participation was further highlighted by the publication of an article on DELIDOC in the 2026 edition of the CLARCIEV-Informa journal. The study is based on an analysis of 267,273 unique grievances recorded between November 14, 2024, and April 20, 2026. The data reveal rapid adoption of the service. Prior to its official launch, the platform received an average of 147 requests per day; this figure subsequently rose to 529, representing an increase of over 250%. In the first six months following its official launch, DELIDOC had already recorded 112,658 grievances.

These results demonstrate that the platform meets a genuine need. It enables citizens to submit complaints remotely, obtain a tracking number, and monitor the status of their cases. In doing so, it reduces the need for repeated trips, minimizes uncertainty, and makes administrative processing more transparent.

For the ONI, DELIDOC also serves as a vital management tool. Centralizing grievances makes it possible to identify overburdened offices, measure backlogs, allocate resources more effectively, and adjust distribution operations. Data thus serves a purpose beyond merely documenting difficulties: it informs decision-making and helps rectify operational shortcomings.

Through its presence in Honduras, the presentation of its identification system, and the publication of DELIDOC’s results, the ONI is signaling a clear direction : modernizing its mechanisms, learning from the citizen experience, and building an identity administration system that is more accessible, transparent and efficient.
