On Tuesday, September 1st, 2026, the United States House of Representatives voted to renew the Haitian Hemispheric Opportunity Through Partnership for Encouragement Act and extend the Haiti Economic Lift Program (HOPE/HELP) Act, following its adoption by the U.S. Senate in August of the same year (https://www.haitilibre.com/en/news-48197-extension-of-the-hope-help-law-passed-in-the-us-senate-but.html).

Adopted for a two-year period, until December 31, 2028, this legislative package was sent to President Donald J. Trump for signature, the final step before it enters into force according to U.S. legislative procedure.

In Haiti, the Government welcomes the renewal vote and emphasizes the importance of this decision for Haiti. Maintaining the HOPE/HELP programs is a crucial lever for preserving jobs, supporting Haitian exports, investment, and strengthening the industrial sector, particularly in the textile and apparel industry.

In this process, Prime Minister Alix Didier Fils-Aimé, through the Ministry of Commerce and Industry, continued his efforts and dialogue with U.S. authorities and various partners to emphasize the importance of these provisions for the Haitian economy, employment, and social stability.

James Monazard, Minister of Industry and Commerce, welcomes the adoption by both houses of the U.S. Congress of the bill extending the HOPE/HELP trade programs, a major step forward for the Haitian textile industry, its exports, and its entire value chain.

On Tuesday, September 1st, the bill was sent to President Donald Trump for signature. These provisions will take effect immediately upon the U.S. presidential signature.

The MCI considers this development a positive sign for the Haitian textile sector, particularly in a context marked by significant economic constraints and a recent period of uncertainty regarding the future of these trade preferences.
