Agronomist Marcelin Aubourg continues to travel throughout the country to assess the progress of the work carried out under the Resilient Agriculture for Food Security Project (PARSA), funded by the World Bank, to listen to the beneficiaries, and to evaluate the impact of the investments on agricultural activities and the living conditions of rural communities.

On August 11, 2026, Aubourg visited the Nippes department, accompanied by Agronomist Josué Jean Julien, the Nippes Departmental Director of Agriculture, the PARSA Regional Manager, the head of the PARSA office in Nippes, and several technical staff. The Minister dedicated the day to immersing himself in the heart of rural life. From Petite-Rivière-de-Nippes to Anse-à-Veau, passing through Arnaud and L’Asile, the tour brought the delegation into close contact with the agricultural realities of the department, which comprises 11 municipalities.

In these territories where agriculture shapes the daily lives of communities, the interventions of the PARSA program take on a particular significance. Substantial investments are dedicated to the construction of essential infrastructure, including agricultural storage centers, family water tanks, irrigation systems, and rural roads, with the aim of facilitating access to water, supporting production, and opening up agricultural areas. These projects aim to create a more favorable environment for the development of rural activities and to strengthen the resilience of producers in the Nippes region.

During his tour, the Minister and his delegation made their first stop in the commune of Petite-Rivière de Nippes, where, in the Bondeau area, they visited a grain storage warehouse recently built by the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR) for the benefit of the Network of Agricultural Producer Organizations of Nippes (ROPANIP). This modern facility, built on an area of ​​380 m2, offers a storage capacity of 580 tons and includes a reservoir and a drying area. It was designed to improve the preservation of agricultural products and strengthen local supply capacities, particularly for school canteens.

Continuing its tour of the Nippes region, the delegation headed to the commune of Anse-à-Veau. This stop in the 3rd communal section of Sault-du-Baril provided Minister Aubourg with the opportunity to discover a brand-new rice mill, a result of the PARSA project, located on a 72 m2 plot in the heart of the O-Rouck area. With a processing capacity of between 800 and 1000 kg/hour, this modern facility will allow hundreds of farmers to process their rice production with ease.

During his visit to Anse-à-Veau, the Minister of Agriculture, Natural Resources, and Rural Development toured the O-Rouck irrigation system, built as part of the Resilient Productive Territories (TPR) project with support from PARSA. This infrastructure is a significant asset for agricultural development in this region, particularly by facilitating access to water for crops and strengthening farmers' resilience to climate risks. Thanks to the interventions carried out, the system now irrigates approximately 50.5 hectares of farmland, thus providing farmers with better conditions to develop their activities and increase their yields.

In the Baquet communal section of Arnaud, the section of agricultural track linking Carrefour Azor to Chalumeau, via Morne Katina, is currently undergoing rehabilitation work by the Ministry of Agriculture, Natural Resources, and Rural Development (MARNDR). The sub-project includes the construction of 200 linear meters of concrete verges, a 59.28-meter ford, and an 84-meter retaining wall, as well as the resurfacing of approximately 800 meters of track.

This rural track is a vital artery for the mobility of residents and the transport of agricultural products to the Gros-Bassin market, a major hub for trade, and to surrounding markets. It also allows access to bypass the Grande Rivière des Nippes.

The Minister of Agriculture, Natural Resources, and Rural Development's tour concluded in L’Asile, in the Morne Borga area, where he observed the construction of 15 family water tanks as part of the PARSA program. Families now have a vital water resource nearby, reducing the burden of daily water collection and improving their quality of life.

Furthermore, these cisterns are not only used for domestic needs; they also provide the opportunity to irrigate Creole gardens, thus contributing to food security and crop diversification. This infrastructure will also strengthen the resilience of rural communities to droughts and promote agricultural development.
