On Monday, July 13, 2026, Sandra Paulemon, Minister of Planning and External Cooperation, addressed the High-Level Political Forum on Sustainable Development at the United Nations Headquarters in New York, where she delivered a statement on behalf of the Caribbean Community (CARICOM) during the general debate.

In her remarks, the Minister reiterated that CARICOM member states remain fully committed to implementing the Sustainable Development Goals (SDGs), while emphasizing that the multiple crises facing small island developing states require a more ambitious international response and greater solidarity.

"Our presence at this Forum is not simply about participating in discussions. It is a call for renewed commitment and concerted action in the face of the urgent challenges facing our countries," said Minister Paulemon.

Addressing the growing consequences of climate change, the Minister emphasized the structural vulnerability of Small Island Developing States (SIDS), noting that natural disasters, economic shocks, and the effects of global warming undermine efforts toward sustainable development.

The Minister also expressed CARICOM's concerns regarding the current pace of implementation of the Sustainable Development Goals (SDGs), which stands at 36%, stressing the critical need to accelerate the implementation of international commitments to put the world back on track for the 2030 Agenda.

"International commitments must now be translated into concrete actions, appropriate financing, and mechanisms capable of addressing the specific realities of small island developing states," the Minister stated.

During her address, she advocated for the swift and systematic adoption of the Multidimensional Vulnerability Index (MVI) within the United Nations system. She emphasized that this tool is essential for better guiding vulnerable states' access to concessional financing, grants, and post-disaster support mechanisms.

The Minister also highlighted the importance of the Antigua and Barbuda Agenda for SIDS, which she presented as a strategic framework to guide national planning, public investment, and international cooperation for island states.

Furthermore, she encouraged international partners to support the initiatives of the SIDS Centre of Excellence, particularly mechanisms designed to strengthen investment, data utilization, and debt sustainability, in order to accelerate the implementation of development priorities for island states.

Addressing upcoming international deadlines on climate and biodiversity, Paulemon reaffirmed CARICOM's commitment to limiting global warming to 1.5°C and called for the effective consideration of the specific circumstances of Small Island Developing States (SIDS) in international negotiations.

"Sustainable development in SIDS can only be achieved through strong partnerships, equitable financing mechanisms, and international cooperation based on solidarity and results," the Minister concluded.
