Haiti - Training : Start of the first week of the public policy program 24/06/2026 10:24:08
On Monday, June 22, 2026, as part of the modernization of the Public Administration and the improvement of the effectiveness of public action through the development of the technical skills of state officials, the Ministry of Planning and External Cooperation (MPCE), in partnership with the Center for Planning Techniques and Applied Economics (CTPEA), launched the first week of a training program on public policy formulation and public investment management for the benefit of the Study and Programming Units (UEP). This training combines theoretical input, case studies, simulations, and practical exercises aimed at strengthening the operational capacities of the participants. Focused on the formulation, implementation, monitoring, and evaluation of public policies, Guy Roméro Latry, the Director General of the Ministry, expressed, on behalf of the Minister, Sandra Paulemon, his satisfaction with the start of this first week. According to Latry, designing a program that encompasses so many elements, from strategic planning and public policy to results-based management, has never been done in such a short period. "There is specific knowledge that is acquired not only through lectures, but also through practical experience," he said, adding, "A country cannot develop without planning, nor without institutions capable of proposing a vision, a trajectory, and effective implementation mechanisms." Latry also emphasized the strategic role of the Study and Programming Units within ministries and public agencies. He stated that these units represent a crucial link in the process of designing, coordinating, and evaluating public policies. Strengthening them is therefore an essential investment for improving the quality of public services and increasing the impact of government interventions for the benefit of the population. This week, participants will address the fundamental concepts of public policy formulation and evaluation. The characteristics of public policies, their objectives and limitations, as well as their design, implementation, and evaluation, were covered. He encouraged participants to take full advantage of this training opportunity, to demonstrate commitment and rigor, and to foster the sharing of experiences among the various institutions represented.
