Towards the Digital Transformation of the haitian Education System 07/06/2026 09:20:45
Having regard to the Decree of June 5, 1989, concerning the organization and operation of the Ministry of National Education, considering the strategic urgency of integrating information and communication technologies into the Haitian education system and the need to modernize teaching practices, improve school governance, and guarantee equitable access to digital educational resources, Vijonet Déméro, the Minister of National Education, adopts the following provisions: Ministerial Decision Establishing the National Commission for the Digital Transformation of the Education System (CNTNSE), Composition, and Mandate : Article 1 : Establishment: The “National Commission for the Digital Transformation of the Education System” is hereby established under the authority of the Ministry of National Education and Vocational Training (MENFP). It is responsible for planning, guiding, and coordinating the national strategy for the digitization of the education sector. Article 2 : Composition: The eleven (11) member Commission is composed as follows: Renan MICHEL, Inspector General of the Ministry of National Education and Vocational Training (MENFP), Chairman; Gerald BELIZAIRE, Director of the National Bureau of External Security (BUNEXE); Jean Joseph Mackenzie CHARLES, Coordinator of the Tunisian Union of Information Technology and Communication Technologies (UTICE); Pierre JEAN, Coordinator of the University of the South (USI); Jean Misgaire FANOR, Director of the French Center for Continuing Education (CFCE); A Representative of the National Telecommunications Council (CONATEL); A Representative of the Technical and Financial Partners; A Representative of the Network of Departmental Public Universities; A Representative of private universities recognized by the Haitian State; A Representative of the Departmental Directorates of Education; An Expert in Educational and Digital Engineering appointed by the Minister's Office. The Commission may enlist any other public or private technical expertise deemed necessary to fulfill its mission. Article 3 : Powers and Responsibilities: The Commission's main responsibilities are to: a) Strategic Component: Develop the National Digital Transformation Plan for Education (PNTNE), define technological standards for schools, and ensure digital training and education for education system staff; b) Pedagogical and Digital Component: Supervise and regulate the development of digital platforms (online courses), the digitization of textbooks, and the ongoing training of educators in digital tools; c) Infrastructure Component: Assess and plan the needs for internet connectivity and technological equipment in schools and departmental education offices; d) Partnership Component: Mobilize technical and financial resources from the public, private, and international sectors to support digital projects. Article 4 : Term of Office: The Commission's term of office is set at twenty-four (24) months, from June 5, 2026, to June 5, 2028, renewable according to the needs and strategic directions of the Ministry. Article 5 : Reports: The Commission is required to submit to the Minister's Office a quarterly progress report on the Digital Roadmap (DRM), as well as a comprehensive Annual Report. Article 6 : Implementation: This Commission shall enter into force upon its publication and shall be registered wherever necessary. HL/ HaitiLibre
